Do not pay him anything.
If necessary change your phone number or create a new email address.
In my experience helping hundreds of scam / blackmail victims, blackmailers are bluffing.
Is it ok to be spanked by your parents if you are not in bed in your set bedtime?
Block and stop all communication with him.
